The system of technical regulation is considered as foundation for the creation&#13;
of a high construction culture, increasing the competitiveness of the industry in&#13;
Kazakhstan. Key actions to reform regulatory framework which was established by the&#13;
government focused on achieving a sustainable balance of economic and social interests&#13;
of construction participants and consumers. The process of adopting international&#13;
standards to Kazakhstan soil and construction conditions is gradual. The first step was&#13;
to adapt foreign technical documentation to the national technological environment. In&#13;
this way, there were developed appropriate methodologies for assessing conformity to&#13;
educate builders and designers to develop appropriate training programs, handbooks,&#13;
and manuals, translation to the Kazakh language, checking the general format of the&#13;
maintenance of the Eurocodes by comparative calculations, etc. It is important that this&#13;
process does not contradict the Eurocode relating to any aspects of the requirements in&#13;
Kazakhstan that are not covered by the Eurocode. The article presents discussions of&#13;
stages for harmonization and adaptation of Eurocode to Kazakhstan norms.

<summary type="text">On the issue of formalization of the creation of special geotechnical maps

Today in the scientific and technical literature of Kazakhstan as well as abroad&#13;
there are a significant amount of works which have been devoted to engineeringgeological mapping. By means of specialized maps it is obviously possible to assess&#13;
geological profile of building ground in general, and separate sites of project facilities.&#13;
The assessment of geological profile of territory of cities is impossible without&#13;
geoinformation technologies at the present time. Improvement of mapping services and&#13;
technologies of GIS software are widely used for engineering-geological mapping,&#13;
development plan of territories, forecasting dangerous natural processes and assessment&#13;
of various risks. However introduction of geoinformation technologies and special&#13;
engineering-geological mapping in the Republic Kazakhstan is underdeveloped and&#13;
does not play a leading role in engineering practice. The article addresses formalization&#13;
of the process of creating special geotechnical maps in GIS as a certain step-by-step&#13;
description of the process, based on a number of principles that determine the&#13;
characteristics of map indicators and the methods of mapping. Special geotechnical&#13;
maps are a basis for the decision of practical problems connected with an arrangement of&#13;
constructions on the building ground, a detailed planning and project formulation of&#13;
building blocks. The analysis of the existing methods of assessing geological profile of&#13;
the built-up territory of the city was given in order to optimize the survey and&#13;
engineering work on the construction of foundations, an example of the developed&#13;
geoinformation database for the analysis of geotechnical properties of soils and the&#13;
development of special geotechnical maps was given in addition. Also examples of types&#13;
and the reasons of deformations of buildings and constructions caused by variations in&#13;
the bases of foundations , besides the research works of the authors who developed their&#13;
own methods of conducting engineering and geological surveys and special&#13;
geotechnical maps have been analyzed and the concepts as «engineering-geological&#13;
maps», «special geotechnical maps» have been defined.

In modern architecture, there is an increased need to design constructions in&#13;
conditions of dense development. It is important to implement a project without hitches.&#13;
However, during the construction process, design flaws or environmental impacts can&#13;
often arise in the end result. Therefore, proper design and monitoring allow taking&#13;
preventive measures that helps to avoid overhaul of buildings in the future, which also&#13;
affects to the cost of project, and sometimes-human casualties.&#13;
During and after the construction of high-rise permanent structures often-unacceptable&#13;
cracking can occur in the external walls and at the base slab of the basement.&#13;
Respectively, groundwater starts to leak through the cracks of basement, compromising&#13;
the serviceability and durability of the basement and rendering it unusable. The paper&#13;
presents the use of fiber-optic sensor technologies geotechnical engineering. In this&#13;
paper, it has been established the possibility of foundation monitoring system using&#13;
fiber optic sensors during the construction process.&#13;
The monitoring system includes a distributed fiber-optic voltage measurement system&#13;
using a fiber-optic cable, which allows you to control deformations that occur on the&#13;
surface of the plate.&#13;
This study involves an investigation of the foundation system in a high-rise buildings&#13;
and structures in Nur-Sultan city.
