Встатье проанализирована поэтапная реализация образовательной политики Казахстана в контексте законодательных основ, проведен краткий дискурс реформ высшего образования. Рассмотрены основные тенденции развития высшего образования в условиях&#13;
глобализации, характеризующиеся изменениями образовательной политики в современном условиях.&#13;
Пандемия COVID-19 оказала глобальное воздействие на переформатирование концепций&#13;
высшего образования во всем мире. В этом контексте в Казахстане появились новые тенденции в области высшего образования с внедрением цифровых технологий, что повлияло&#13;
на методологическую организацию учебных процессов и обновление законодательной политики в системе развития человеческого капитала, конкурентоспособности и качественного образования для устойчивого развития нашей экономики.&#13;
Входе исследования авторами выявлены основные тенденции и проблемы в области политики высшего образования РК в современных условиях.

For the first time, the idea of the “One belt - One road” initiative was represented in&#13;
Central Asia during the visit of Xi Jinping to Kazakhstan on September 7, 2013. But in fact, we&#13;
are observing that the PRC began to pursue an active economic policy in the Central Asian region&#13;
in the middle of 2000s. The initiative to proclaim the “Belt and Road” is not anew course, in fact,&#13;
it is a continuation of the ideological design of an existing economic policy that lasts for a decade&#13;
with all its inalienable characteristics. According to some researchers, one of the reasons for the&#13;
emergence of the “belt and the path” concept was unsuccessful attempts by the Chinese side to&#13;
create an economic union of integration within the SCO. Such attempts include the proposals&#13;
made by the formation of the free trade zone in the framework of the Shanghai Cooperation&#13;
Organization, theinitiative of China to create development institutions, primarily the SCO Bank.&#13;
These attempts were faced with the reluctance of economic integration with China from Russia.&#13;
“One Belt - One Road” is positioned as an ideological doctrine, acting as a unifying idea for&#13;
those specific projects that China is already selling or will beselling in the territories included in&#13;
the scope of the initiative. From this point the initiative has one of its key advantages: openness.&#13;
Almost any project can be included in its framework since the initiative is designed to create&#13;
an inclusive platform for the interaction of the Chinese economy with the interests of the states&#13;
involved. Kazakhstan and the Central Asian countries are in the midst of implementing this&#13;
project. The development of transport communications with China was declared a priority area.

The article presents a retrospective analysis on the issues of marriage in Kazakhstan.&#13;
The authors used the desk research method, as well as the analysis of studies conducted on the&#13;
topic of marriage in Kazakhstan for the period from 1991 to 2022.&#13;
The article analyzes marriage in the context of Central Asian countries (Kyrgyzstan, Tajikistan,&#13;
Turkmenistan, Uzbekistan), which share a common past as part of the USSR, as well as a high&#13;
proportion of marriage in that period and its reduction in the future. The article considers the&#13;
Kazakhstani structure of marriage. The article also considers the ethnic aspect in the structure&#13;
of marriage, as well as changes in marriage in recent years. One of the key conclusions of the&#13;
article is that marriage in Kazakhstan is undergoing changes. These processes are influenced by a&#13;
complex of factors, including changes in the socio-economic and political spheres in Kazakhstan,&#13;
which caused unique demographic reactions in society. The authors also note the lack of research&#13;
in this area and this article contributes to the development of domestic research on marriage.

The globalizing world faced new security risks, challenges, and threats, and has to&#13;
develop appropriate measures to respond to them.&#13;
Globalization causes growing interdependence in different dimensions and the universalization&#13;
of different processes. This transformation complicated the maintenance of international peace&#13;
and security, creating a need to revise the theoretical framework for International Security. The&#13;
emergence of new influences and the changing environment of international relations contribute to shifts in security theorizing.&#13;
Previously, security was considered from the perspective of neorealism and neoliberalism. The&#13;
state-centered approach was a prevailing one. On the one hand, the effects of globalization led to the development of a new security paradigm. We have to enlarge our understanding of security and move on to globalsecurity. New stakeholders and areas are the focus of the analysis ofmodern theories. However, at the same time, the pandemic has demonstrated that only states can undertake effective measures to protect people and warranty recovery for economic loss. Moreover, it must be recalled that geopolitical maneuvering in the world is intensifying, sometimes in an aggressive manner.&#13;
In a complicated context, researchers have to consider more variables to offer the new security paradigmand new security approaches. They tend toward a holistic and comprehensive perspective that embraces different areas and levels.
