The article deals with the problem of the formation of the phenomenon of
meritocracy in theoretical and historical aspects. The actualization of this problem is connected
with the implementation of systemic reforms in the field of management in the Republic of
Kazakhstan. In modern social theory, meritocracy is a debatable problem, it has both followers and
