Abstract:
In the presented article, innovative activity is considered as a qualitative characteristic of
the staff. Also, a set of signs of innovative activity, separately implemented by personnel and
organization, is highlighted. The actions of the organization in the formation of innovation activity
as a process are reflected on the basis of the positioning of institutional, organizational and
resource blocks, the aggregate guideline for the implementation of which is the formation of
routines of employee behavior. Innovative activity as a qualitative characteristic of personnel can
be compared with concepts such as "personnel innovativeness" and "personnel innovation
potential", which denote the ability and readiness of the organization's personnel to innovate, мcomposed of components such as cognitive, emotional and volitional qualities that ensure the
receptivity of employees to innovations. At the same time, the term "activity" under discussion
emphasizes the dynamism of the innovation generation process.
