Abstract:
This paper presents a comparative analysis of sustainable tourism policies
implemented in Kazakhstan and Scandinavian countries (Sweden, Norway, and Denmark). As
global tourism industries increasingly prioritize sustainability, understanding the policy
frameworks of different regions is critical. Kazakhstan, a developing nation with rich natural and
cultural heritage, has embarked on efforts to promote eco-friendly tourism, yet faces challenges
related to infrastructure, environmental awareness, and policy implementation. In contrast,
Scandinavian countries are internationally recognized for their successful integration of
sustainability into tourism, supported by robust legislation, public participation, and innovation.
This study evaluates the strengths and weaknesses of both approaches, offering recommendations
for Kazakhstan based on Scandinavian best practices. The analysis is grounded in policy reviews,
literature comparison, and sustainable development indicators. The study aims to contribute to improved governance and policy-making in Kazakhstan’s tourism sector through a cross-cultural
perspective on sustainable development.
